How to run a training needs analysis

Before choosing a course title, establish which business outcome should change. Bring the audience, current behaviour and evaluation plan together into a practical training brief.

Describe an observable business need

Instead of “we need communication training”, describe where work is breaking down. Missing critical information in handover notes, for example, is an observable problem. Identify a sample or measure that shows the current situation.

CDC’s training-quality approach considers needs assessment before training development. This worksheet turns that question into a practical corporate brief.

Distinguish the cause from the proposed training

Do people lack knowledge, struggle to apply a skill, or face time, tool or process constraints? Check assumptions using interviews, work samples and existing records.

If the underlying issue is a process constraint, training alone may not produce the intended result. Assign non-training actions separately and narrow the learning objective accordingly.

Define the audience and target behaviour

Describe roles, experience, working language, participation constraints and realistic work scenarios. Replace “understand the topic” with an observable action: transfer required information, complete a procedure correctly or justify a decision.

A hypothetical objective might be: “The handover owner completes all five required information fields in a sample case.” This illustrates objective writing; it is not a delivered course or a claimed client result.

Plan practice and evaluation in advance

Separate the baseline, practice during the session and later workplace observation. Attendance or satisfaction is not the same measure as changed behaviour.

  • Before: a work sample or baseline measure.
  • During: practice and feedback aligned to the objective.
  • After: manager support, opportunities to apply the skill and observation.
  • Evaluation: movement in the chosen measure and other contributing factors.
